RARPA is one of the new measures of success that applies to all non-accredited, LSC-funded, learning provision and is seen by inspectors as matching the requirements of the common inspection framework.

Furthermore, it can be seen as a central component of a personalised approach to learning and is viewed as an effective learner-centred approach to improving the quality of the learner experience.
